Pakistan and China on Monday urged concrete, visible and verifiable action to dismantle terrorist groups operating from Afghan soil, warning that militancy based in Afghanistan continues to pose a serious threat to regional and global security.
The call came after the seventh round of the Pakistan–China Foreign Ministers’ Strategic Dialogue held in Beijing.
In a joint communiqué, Pakistan and China stressed that Afghan territory must not be used for terrorism against any country.
Both sides said the continued presence of terrorist organizations in Afghanistan undermines stability and risks spilling violence across borders.
They agreed that vague assurances were no longer sufficient and emphasized the need for measurable action on the ground.

The two countries also agreed to maintain close coordination on Afghanistan and to work with the international community to encourage the Afghan authorities to build an inclusive political framework.
The communiqué called on Kabul to adopt moderate policies, focus on development, and pursue good-neighborly relations.
It underlined that regional stability depends on Afghanistan playing a constructive role rather than remaining a source of insecurity.

China commended Pakistan’s counter-terrorism efforts and acknowledged the significant sacrifices made by the country over many years.
The statement praised Islamabad’s measures to protect Chinese nationals, projects and institutions in Pakistan.
Both sides reiterated a zero-tolerance approach to terrorism in all its forms and rejected what they described as double standards in global counter-terrorism efforts.

Security was also directly linked to economic cooperation. Pakistan and China agreed that terrorism threatens regional connectivity and development, including projects under the Belt and Road Initiative.
They stressed that a secure environment is essential for economic corridors and cross-border trade to function smoothly.
During the talks, Mohammad Ishaq Dar and his Chinese counterpart agreed that counter-terrorism cooperation would be further deepened.
The message from Beijing was clear. Without concrete action against militant groups based in Afghanistan, regional peace, development and economic integration will remain at risk.
