Kabul/Dushanbe – An opposition group, the National Mobilization Front of Afghanistan (NMF), has issued an unconfirmed intelligence report claiming a grave and well-coordinated terrorist threat against Chinese workers in the Afghanistan-Tajikistan border region.
The NMF cites the threat as Taliban intelligence networks, the Tehrik-e-Taliban Pakistan (TTP), and the Turkistan Islamic Party (TIP), whose activities are said to be aided with operational support and equipment by Indian intelligence.
The report in particular addresses a fatal event that took place on the evening of November 26/27, 2025.
Allegations of Coordinated Attack
The NMF asserts that the attack that killed three Chinese citizens and injured several more people was a professional, planned event that was carried out in two stages:
The attack was initiated by the deployment of a drone loaded with grenades or explosives. This was directly succeeded by direct ground fire with high-powered firearms, such as Russian Kalashnikov rifles, a Russian heavy machine gun (DShK), and M4 rifles.
The workers’ camp of Shahin SM Company in the Khatlon Province, close to the Istiqlol-Yul border unit on the Tajikistan side, was the target. The NMF verifies that the TTP and TIP were involved in the attack directed by the Taliban Intelligence Directorate 561.
The assailants of the attack were affiliated with Directorate 561, and the NMF identified several major operational commanders of Directorate 561 as Obaida (Commander of Directorate 561), a TIP commander, and Mawlawi Mokhles (TTP Commander), which indicates that there was a functional chain of commands.
According to the accusations of the opposition group, the attack was carried out under the direct orders of Indian intelligence, which allegedly provided all the equipment.
Claims of Indian Involvement and Militant Meetings
The NMF report indicates that there were frequent visits by the Indian intelligence officials to Afghanistan in the year 2025. It is claimed that these intelligence officials conducted coordination meetings with not only the Taliban, but also leaders of other terrorist organizations such as the TTP, TIP, BLA (Balochistan Liberation Army), and some Al-Qaeda commanders.
In these meetings, the opposition group accuses the militant factions of demanding advanced equipment, funds, and operational coordination; in exchange, they pledged to carry out operations that are in line with external intelligence aims.
The NMF asserts that the drones and surveillance equipment provided by the Indians were directly sold to the Taliban affiliated networks, some of which were subsequently reportedly again sold to the TTP and BLA networks that operated on the border between Pakistan and Iran.
Warning to China
The NMF concluded its report by sending a stern message to the Government of China, claiming that its nationals in Afghanistan, particularly in border areas, are under a serious and growing threat. The group called on Beijing to take the necessary and urgent actions to save the lives and property of its citizens in Afghanistan.
It should be noted that these charges are brought about by the National Mobilization Front of Afghanistan, a group that is opposed to the existing Taliban regime, and these have not been counterchecked by international security agencies or governments.
