The Higher Education Commission (HEC) of Pakistan has introduced a major upgrade to its Degree Attestation System (DAS), announcing a fully online and paperless process aimed at modernising verification services for students and graduates across the country.
HEC Chairman Niaz Ahmad Akhtar, in a post on X (formerly Twitter), said the revamped system removes the need for applicants to physically visit HEC offices or submit original documents. The entire attestation process has now been digitised to improve accessibility, efficiency, and convenience for users.
e-Attestation System Introduced
According to the chairman, the newly launched “e-Attestation Certificate System” offers a secure, streamlined, and user-friendly experience. It enables online verification of attested documents and academic certificates across relevant institutions.
The commission stated that the upgraded digital DAS will be officially launched and become operational from May 11, with full details available on its official website.

How the System Works
Under the new process, applications can be submitted 24/7 through the HEC online portal at www.eservices.hec.gov.pk.
Applicants are required to:
- Create an online account and provide personal and academic information
- Upload academic transcripts for HEC scrutiny and university verification
- Complete payment through the 1-Link online payment system
- Receive an e-attestation certificate after final verification
Once the process is completed, applicants will be notified via SMS and email. The verified certificate can also be downloaded directly from their online account.
Move Towards Blockchain-Based Verification
Separately, reports from April indicated that HEC is also working on a blockchain-enabled degree attestation system to further enhance transparency and security.
The initiative is being developed in collaboration with CMPak and its joint venture partner Wibbow Technologies. The platform is expected to help students within Pakistan as well as those studying or applying from abroad, allowing them to submit and track their applications digitally.
Officials say the move is part of a broader effort to modernize higher education governance and eliminate bureaucratic delays in document verification.
