Mohammad Rafi was born in the Paghman district of Kabul, Afghanistan. He completed his early schooling at the Habibia Primary School and later attended the Harbi Military Academy for formal military training.

Role in Afghan Political History

Rafi was among the key military figures responsible for the overthrow of President Mohammad Daoud’s government during the Saur Revolution in 1978. Following the revolution, political power shifted to Hafizullah Amin, who imprisoned Rafi in Pul-e-Charkhi Prison.

After Babrak Karmal came to power, Rafi was released and appointed as Afghanistan’s Minister of Defence. He later served as Deputy Defence Minister during Dr. Najibullah’s administration.
