The police budgets and resource allocations across Pakistan’s three major provinces—Punjab, Sindh, and Khyber Pakhtunkhwa—have sparked debate over governance priorities and administrative efficiency.
According to available figures, Punjab Police, with a force of around 218,000 personnel, has a budget of approximately Rs 200 billion, while Sindh Police, with 162,000 personnel, operates on a budget of around Rs 117 billion. In contrast, Khyber Pakhtunkhwa Police, despite having a comparatively smaller force of nearly 80,000 personnel, has a significantly higher total budget of Rs 257 billion.
Federal Grants and Funding Breakdown
Officials and financial data indicate that out of the KP Police budget, around Rs 157 billion comes from the provincial government, while an additional Rs 100 billion is provided by the federal government as a special annual grant for counterterrorism efforts.
Analysts note that the total allocation is substantial enough to equip a modernized security force with advanced training, protective gear, armored vehicles, and surveillance systems.
Concerns Over Performance and Resource Utilization
Despite the large budget, critics point to continued demands from the police force for basic security equipment, including bulletproof vehicles, modern weapons, and fortified police stations. This has raised questions regarding administrative efficiency and resource utilization.
Observers argue that, compared to other provinces, the per-employee allocation in KP is significantly higher, yet visible improvements in operational capacity remain limited.
Governance and Accountability Debate
The situation has triggered broader discussions about governance priorities and administrative performance in the province. Some analysts say the gap between funding and outcomes reflects deeper issues in planning, procurement, and implementation.
Critics also allege that concerns over transparency and potential misuse of funds cannot be ignored, especially given ongoing security challenges in the region.
Public and Political Reactions
In the context of rising insecurity and repeated demands for better resources, public debate continues over whether administrative focus is being placed on institutional reforms or political considerations.
The issue remains central to discussions about accountability, efficiency, and the effective use of public funds in strengthening frontline law enforcement agencies.
