Moscow – 23 April 2025: Pakistan-Russia counter-terrorism talks concluded in Moscow on April 22, 2025, with both sides agreeing to enhance security cooperation. The 11th Joint Working Group meeting addressed regional and global terrorism threats, including developments in Afghanistan and Central Asia.

Special Secretary Nabeel Munir led the Pakistani delegation. Russian Deputy Foreign Minister Sergey Vershinin headed the host country’s representation. Both delegations engaged in detailed discussions on evolving security threats and stressed the importance of shared counter-terrorism strategies.

They acknowledged that terrorist groups are increasingly operating across borders and using new technologies to evade traditional security methods. Therefore, they emphasized the need for adaptive frameworks, real-time information sharing, and broader collaboration at both regional and global levels.

The participants reaffirmed that cooperative approaches remain vital to ensure peace and long-term stability across Eurasia and South Asia. Importantly, the meeting recognized Afghanistan’s security landscape as a central concern for regional counter-terrorism coordination moving forward. Pakistan and Russia pledged to maintain regular consultations through established diplomatic channels and intelligence-sharing mechanisms.

They agreed to strengthen multilateral ties through the United Nations and other international forums on counter-terrorism cooperation.

The meeting ended with consensus to hold the 12th round of the Working Group talks in 2026 at a mutually agreed venue. The two countries reiterated their commitment to mutual respect, sovereignty, and long-term regional cooperation to combat terrorism in all its forms.

Diplomatic sources highlighted that such high-level dialogues play a key role in reducing misunderstandings and fostering strategic trust.
