Russia’s special representative for Afghanistan, Zamir Kabulov, has arrived in Kabul for consultations with Afghan authorities, according to Russian media reports. The visit comes as Moscow and Kabul continue efforts to strengthen diplomatic and regional engagement.
Reports indicate that Kabulov held meetings on 27 April and continued discussions on 28 April with senior Afghan officials. The talks are focused on expanding multi-dimensional cooperation between the two sides and enhancing broader regional collaboration involving Afghanistan.
Meetings with Afghan Leadership
The Afghan Ministry of Foreign Affairs has confirmed Kabulov’s visit to Kabul. According to the ministry, he is scheduled to meet Foreign Minister Mawlawi Amir Khan Muttaqi and other senior officials during his stay.
Discussions are expected to cover political, economic, and other key areas of mutual interest, reflecting ongoing engagement between the two sides.
Focus on Regional Cooperation
Earlier, Russian media had reported that Kabulov’s visit was intended for consultations aimed at strengthening cooperation frameworks and improving regional connectivity involving Afghanistan.
The visit highlights continued diplomatic interaction between Moscow and Kabul at a time when regional stakeholders are increasingly focused on stability, economic coordination, and political dialogue in the region.
Analytical Note
However, the diplomatic engagement takes place in a complex security environment, where the Taliban administration remains internationally unrecognized and Afghanistan continues to face persistent instability. Despite claims of governance and control, the country still hosts multiple armed and extremist networks operating across different regions, raising ongoing concerns about long-term peace and regional security dynamics.
